Call for Papers: Special Issue on Food Security and Poverty
Development in Practice
Deadline
June 1, 2009

Development in Practice is an international journal offering practice-
based analysis and research concerning the social dimensions of
development and humanitarianism. A worldwide forum for debate and the
exchange of ideas among practitioners, academics, and policy shapers,
including activists and NGOs, the journal challenges current
assumptions in order to stimulate new thinking and ways of working.

The 20th century witnessed unprecedented growth in agricultural
productivity spurred by technological change and predicated on the
commitments of governments to invest in agriculture. By the end of the
century, staple food prices were at their lowest point in recorded
history. Many governments were no longer concerned about large-scale
food shortages, and agricultural investments dwindled. Public
complacency came to an abrupt end with the global crisis in food
prices 2007–2008, which featured protests and even violence in almost
50 countries. Global food and fuel prices have since fallen, but food
prices remain high in many low- and middle-income countries, and the
financial crisis is expected to generate new volatility.

The long-term problems of agricultural development must be addressed
before poor farmers can benefit when prices rise, bear the risk of
price shocks, and supply food to urban areas. Food price shocks can
cause poor consumers to reduce food intake and diet quality, with long-
term negative impacts on health and human development. Many poor
farmers are themselves net food buyers. Understanding the impacts of
price shocks is a fundamental step in designing appropriate public
policies, but these are as varied as farmers’ circumstances.

This special issue will assemble and compare empirical evidence of
impacts on poor farmers and consumers across a range of food systems,
including traditional, food-importing, and food-exporting economies.
Selected country and regional case studies will be supported by
thematic articles that compare effects among rural and urban
populations, explore gender-related differences and farmers’ risks
from price volatility, and highlight linkages to input markets.
Relevant case studies from all global regions will be considered, and
submissions are particularly sought focusing on countries in China,
Central Asia, the Commonwealth of Independent States, Eastern Europe,
the Middle East, and small island states, as well as on rising food
insecurity in the OECD nations.
