Objectives of the Assignment:
The overall objective is to define a 3-4 years strategy for the IOC to
support persons with disabilities by using ICT and thereby improve
their living standards.
Activities and tasks of the Assignment: To draw a 3-4 years action
plan for the IOC to support persons with disabilities in the IOC ACP
countries (Comoros, Madagascar, Mauritius, Seychelles) via the use of
ICT by using funds from the 10th EDF. Issues to study are:
1) Definition of disability rights in the region,
2) Mainstreaming and stakeholder engagement,
3) Universal service obligations,
4) Accessible ICT technical design standards,
5) Definition of ICT barrier removal action plan,
6) Accessible ICT public procurement toolkits,
7) Identification of benchmarking and research needs,
8) Outreach, education and training,
9) Pilot projects,
10) Other
The Consultant will undertake a mission to each of the IOC countries
(Comoros, Madagascar, Mauritius, Seychelles and Reunion Island) in
order to assess the situation regarding each of the ten points defined
above. Reunion Island will represent the comparison with a developed
country / as appropriate benchmarking. The consultant will identify
and meet appropriate government and NGO stakeholders in each country.
After the missions, he/she will write a report on the situation and
draw recommendations. Once the report has been sent to all the
stakeholders, the consultant should assist the IOC in organising a
meeting with the main stakeholders where the consultant shall present
his/her findings and recommendations. The result of the meeting should
be the definition of an IOC 3-4 years action plan for the IOC to
support persons with disabilities in the IOC ACP countries (Comoros,
Madagascar, Mauritius, Seychelles) via the use of ICT by using funds
from the 10th EDF. The consultant should take into account
international best practices and experiences.
Expected Results:
- Report on findings and recommendations after the mission to the
countries,
- Organisation of and participation in the meeting with all the
stakeholders,
- IOC Action Plan to support persons with disabilities in the IOC ACP
countries.
Location of the Assignment: Comoros, Madagascar, Mauritius,
Seychelles, Reunion Island and home-country
Input of days: 35 man-days of total input
Language: French is a must, English is an added advantage.
Skills/Competences/Qualifications: The Short Term Expert must have
proven experience in the issues related to the assignment (i.e. ICT /
access, use and content/ related to persons with disabilities).
Knowledge of the IOC region will be an asset.
