Objectives of the Assignment:



The objective of the assignment is to carry out an assessment and  
produce a comprehensive report giving firm guidelines for the  
implementation of a regional data center, and providing more than one  
option for the solution.
The study will include a plan to cover for the next seven to ten years.


Scope of the Assignment:

COMESA is seeking to set up a regional data centre which will serve as  
a storage for data from the various programmes and which will also  
serve as a regional infrastructure to promote secure electronic  
transactions, among other things.

The expert will, under the guidance of the Director of Information and  
Networking, carry out a study which will provide firm guidelines for  
the set up of a regional data center, providing more than one option  
for the solution.
The expert will therefore


1.        Conduct a feasibility study on the requirement for a  
regional data center
2.        Provide options for the different types of data centers that  
may be implemented, taking into account the following factors:
i.        Cost
ii.        Scalable
iii. Reliable
iv. Manageable
3.        Make assessment for a suitable location and layout for the  
data center
4.        Advise on the optimal electrical, air-conditioning and  
cabling requirements
5.        Make projections for growth covering a period of at least  
ten years.
6.        Advise on purchasing strategies for the required hardware  
and software to ensure maximum return on investment
7.        Give recommendations for the required technology and  
infrastructure to ensure maximum security of transactions
8.        Advise on new technologies for storage which would be scalable

Expected Results:  (see ToR also)

The results to be delivered by the expert are:

i)        A report of the assessment and giving recommendations/  
options for the setup of a regional data center
ii)        Provide information on other regional data centers
iii)        Presentation of the report to the COMESA Secretariat

Duration and Location of the Assignment:

The expert will be expected to commence the study immediately upon  
signing the contract, and complete the study in not more than 15 man  
days after signing the contract and at the latest May 20th 2009.
Week 1: Preparations
Week 2: Travel to Secretariat for briefing session and assessment for  
the regional data center, compilation of findings, analysis and report  
writing
Week 3: Completion of the draft final report and send to Secretariat  
for comments Presentation and submission of final report at Secretariat.
The Secretariat is placed in Lusaka, Zambia.

Input of days: 15 man-days


Skills/Competences: Qualifications:

Education: The candidate should have a first Degree or a Masters Degree

At least five years experience in the following areas:

1.        Networking and Infrastructure at senior management level
2.        Experience in Networking Architecture/ models, or similar,  
in a computer environment
3.        Professional communication abilities
4.        Have excellent analytical, drafting and report presentation  
capacities.

Language: The expert will have an excellent command of English with  
good report writing skills.
