VACANCY SUMMARY

POSITION:

Project Coordinator – FOSSWAY (FOSS Advocacy in West Africa and Beyond)

LOCATION:

The Free Software and Open Source Foundation for Africa is a not-for- 
profit Pan-African organization registered in Mauritius with current  
secretariat in the Advanced Institute of Information Technology of the  
Ghana-India Kofi Annan Center for Excellence in ICT (AITI-KACE) . This  
position has no geographical requirement, though preference will be  
given to individuals based in the West Africa region.

FOSSWAY

FOSSWAY is a very ambitious three-year project that cuts across  
governments, schools, universities, businesses and several  
professional groups in West Africa. This project is supported mainly  
by the Open Society Initiative of West Africa (OSIWA). The Free  
Software and Open Source Foundation for Africa (FOSSFA) shall be the  
executing agent. The FOSSWAY Coordinator shall be the chief  
implementer of all action lines of the 3-year project.

TERM:

Six Month initial contract, renewable upon mutual agreement.

APPLICATION:

Applications begin on the 20th of December 2008 and end on the 20th of  
January 2009. Applications and remuneration preferences may be sent  
through the FOSSFA Secretariat secretariat at fossfa.net with a copy to bakoh at osiwa.org 
  and to nnenna at opensource.org Applications must contain 2 referees,  
one of which will be a current FOSSFA council member. Candidates may  
request the project document (FOSSWAY Presentation) before tendering  
an application. ONLY short-listed candidates shall receive a feedback  
on their application.

COMMENCEMENT DATE:

February 1, 2009.

ORGANIZATION:

The mission of FOSSFA is the promotion of FOSS and the FOSS  
development model in Africa .

OVERVIEW:

FOSSFA, with support from the Open Society Initiative of West Africa  
(OSIWA), is seeking an individual that has the passion and dedication  
to drive Open Source advocacy in the West African region to serve as  
Project Coordinator of the FOSS in West Africa and Beyond (FOSSWAY)  
Project. He/She should be motivated by FOSSFA's potential to connect  
people, spread FOSS, technology, and social possibilities in Africa  
and beyond.

RESPONSIBILITIES:

Management/Program

• Implement programs to fulfil the overall mission of FOSSWAY.

• Through concerted advocacy, ensure that governments entrench Open  
Standards, and FOSS principles in software procurement and use practices

• Source additional donor funds and partners in support of FOSS  
advocacy efforts and ensure sustainability in advocacy drive.
• Highten national FOSS movements and advocacy drives. Create a  
regional (West Africa) or continental advocacy movement.

• Manage the part of www.fossfa.net which shall be dedicated to the  
FOSSWAY project

• Nurture FOSSWAY's relationships with project members, the general  
public, and funders..

• Partner with appropriate organizations/people to increase awareness  
FOSSWAY and its activities

• Draft and present financial and activity reports of FOSSWAY

• Cultivate ongoing relationships with supporters to ensure a reliable  
source of funding for immediate operations, as well as to expand  
FOSSWAY's assets, actors and donor base.

• Provide avenues for full and open communication and collaboration  
with the project community at large and promote an awareness of the  
diverse and changing needs of the project community.

• Ensure consistent and transparent communication with any and all of  
FOSSWAY action members, the general public, and sponsors.

• Collaborate with the secretariat and executive in the development of  
all project activities

QUALIFICATIONS:

Background:

• Experienced in advocating for Free and Open Source Software in Africa

• A good knowledge of the technology situation in the region of West  
Africa

• Well-known and respected within at least one major Open Source  
community

• Project Management experience in either the non-profit or technology  
sectors

• Effectively organized, highly-independent and self-motivated.

• Ability to effectively work from any physical position in West  
Africa with limited supervision

Characteristics:

• Highly-organized self-starter with the ability to set, manage, and  
implement priorities.

• High level of comfort with and passion for technology and Open Source

• Able to listen well and build consensus from public discussions

• Ability to understand and adapt to diverse African cultural  
backgrounds

• Excellent oral and written English and French communication skills

• Ability and willingness to go beyond English and French to  
Portuguese, Arabic and other African languages

• Ability to convince decision makers at very high-level positions

• Capacity to bring FOSS down to everyone's level

• Simplicity in approach and dignity in reasoning and handling  
contrary situations

Education:

Bachelor's degree or the equivalent in experience is required. A  
Masters Degree will be an added advantage

COMPENSATION:

In agreement with the FOSSFA executive, the FOSSWAY Project  
Coordinator shall receive a highly motivational monthly salary. The  
Coordinator shall be free to operate from his/her base but will be  
required to travel in the region.

First Six Months Deliverables

1.

Develop FOSSWAY project partnership database with national ICT actors
2.

On-the-ground studies on Software expenditure for countries under  
study, their ICT needs, use and challenges
3.

Develop multimedia FOSS Advocacy toolkit in 3 West African languages
4.

Create a wiki for Schools on FOSSFA site
5.

In consultation with project team, present a an action framework for  
all project activities
6.

Present a plan for strategies and action steps for advocacy. This  
should include objectives and log frames that will be achieved in the  
first 3, 6, 9 and 12 months.

Stretch Deliverables

• Post at least weekly to the Web site

• Draft communication briefs on FOSSWAY for Media purposes
